A concrete block is a visible/recognisable barrier, a conspicuous obstacle behind which you feel safe. Politicians are positive: they can very physically show that a human life matters to them. A pompous concrete block as a symbol for the government taking care of its citizens.
But what if an anti-terrorism obstacles gets a new/different look? Why not transform it into an attractive object that even invites people to sit, lie, climb and play on it?
